What the levels mean

Strong rights — legal + broad protections. Generally safe, esp. in cities.
Legal — use normal caution — legal, but fewer protections or uneven acceptance.
Legal but hostile — legal or unevenly enforced, but a hostile climate and rolling-back rights. Be discreet.
Criminalized — high risk — same-sex activity is illegal (fines/prison). Reconsider; never disclose.
Extreme danger — long imprisonment or the death penalty. Seek specialist advice before any travel.
